Using LCCMR dollars to pay for bonds for the next 20 years will divert approximately $140 million from research, land management and environmental education to a list of mostly "bricks and mortar" projects that the state can pay for with general tax revenues.  This will result in a diversion of about 15% of the funds dedicated for environmental purposes from the state lottery over that timeframe.
